Odisha Govt Unveils New Public Private Partnership Policy (PPP)
The Odisha government has recently rolled out the PPP Policy, 2023, aimed at attracting private investment for the development of public infrastructure. Encompassing sectors like roads, bridges, ports, railways, airports, irrigation, helipads, industrial parks, logistic hubs, water supply, inland waterways, and more, the policy introduces a district-level PPP committee to facilitate the implementation of infrastructure projects.
As per the policy, projects with capital expenditure up to ₹10 crore will be approved by the PPP Cell of the state government, on the condition that these projects do not need any assistance from the Odisha Infrastructure Development Fund (OIDF) or the state Viability Gap Funding (VGF). The Empowered Committee on Infrastructure (ECI) will approve the PPP projects from ₹10 crore up to ₹500 crore. For proposals of more than ₹500 crore, the ECI will make its recommendations to the high level clearance authority (HILCA), headed by the Chief Minister for approval. Further, the mining areas will be prioritised, and District Mineral Foundation (DMF) and the Odisha Mineral Bearing Areas Development Corporation (OMBADC) will be leveraged to improve infrastructure in the mining-affected areas.
